Calling somebody in the military independent seems like it would be contradictory.Based on the White House's fact sheet here https://www.whitehouse.gov/briefing-room/statements-releases/2023/07/28/fact-sheet-president-biden-to-sign- executive-order-implementing-bipartisan-military-justice-reforms/ and the fact that the Army has a page dedicated to this unit, it still appears to be comprised of military JAG officers and they use "independent" to mean "beyond the chain of command".
