Topic	Biden changes UCMJ, moves prosecution of many crimes outside chain of command.

Calling somebody in the military independent seems like it would be contradictory. Either way, great to see focus and change in that area. Based on the White House's fact sheet here https://www.whitehouse.gov/briefing-room/statements-releases/2023/07/28/fact-sheet-president-biden-to-sign- executive-order-implementing-bipartisan-military-justice-reforms/ and the fact that the Army has a page dedicated to this unit, it still appears to be comprised of military JAG officers and they use "independent" to mean "beyond the chain of command".
