Does independent military prosecutor mean prosecutors that are in the military or civilian prosecutors whose only job is to prosecute people in the military? Calling somebody in the military independent seems like it would be contradictory.

Either way, great to see focus and change in that area.
Based on the White House's fact sheet here https://www.whitehouse.gov/briefing-room/statements-releases/2023/07/28/fact-sheet-president-biden-to-sign- executive-order-implementing-bipartisan-military-justice-reforms/ and the fact that the Army has a page dedicated to this unit, it still appears to be comprised of military JAG officers and they use "independent" to mean "beyond the chain of command".

Probably still not infallible but significantly better than leaving it up the local command.
