it means they have no vested interest in the outcome, not just that it doesnt impact them. people use it to basically say "i dont care." but if you clearly strongly feel a certain way about the subject matter, then you do have an interest in it. youre trying to take the idiom literally when nobody uses it literally because doing so about things that never even had a chance of actually personally impacting you would be silly. people use it moreso on the "i dont care"/have no personal interest side.

unless you think when somebody tells you they have no dog in the race/fight about some random celebrity matter, youre like "whoo i am relieved thank you for letting me know it wont financially hurt you"
