While he's not one of the strongest, he's still one of the people who knows how to use ki and fights at a high level. He fell off after Dragon Ball, but never forget that he was as strong as Goku at one point. When has he ever shown ki manipulation? He is one of the strongest human fighters on earth, but he has never shown any ki use ever. Hes very damn durable and a good fighter. Im not about to say he was ever on Gokus level - neither hurt each other during a single brief exchange, causing Goku to comment on how tough he is, but after Goku takes out Tambourine, Yajirobes reaction is basically Yeah, I dont want to mess with this guy when hes fighting like that. With all of that said, Yajirobe is much weaker than the other humans during the Saiyan Saga. Probably under 1,000. And he mutilated Vegeta with a power around 150,000 - 160,000.
