Was Catwoman ever truly a villain outside of the 1966 Batman series?

I know that she was an antihero in the 1940s when she was still "The Cat." She'd be a thief that Batman had to catch in one comic and a damsel in distress whom he had to rescue from the Joker in another. The Batman '66 series was unapologetically black and white in its morality -- for humorous effect, of course -- and so Catwoman was solidly bad.

I'm not really acquainted with her in the comics. Even Batman Returns tried to absolve her of all guilt beyond inexplicably wanting to kill Batman. Since then, adaptations have mostly skipped over her being a villain and have gone straight to her being an antihero.
