We already know the brain is capable of creating multiple personalities, which is the basis for DiD. Tulpamancy itself is a long-standing practice going all the way back to the ancient ways of Buddhist monks. Unfortunately, the funding for Tulpamancy is limited, and the subjects for such studies have widespread bias. We know multiple personalities can exist within the same brain, so now the question isn't if it's possible but if a person can "self-induce" a new independent consciousness without an illness. If you don't believe that is possible, there is not really anything that can be done to prove the existence of a Tulpa considering the nature of such beings.
