I'm sure you could figure out something that would leave them in an accessible, easily-remembered location that also kept them safe from meddling quadrupeds. It's not that hard to develop the habit of keeping bags around. You just have to actually put a modicum of effort into doing so instead of just sticking to the status quo of making unnecessary garbage. Maybe.
