It's an idiom. If you really need it explained, the intent behind the phrase is that the content (in this case, the music) is either so good or so bad that it should not be expected of game developers. In this case, people are complementing the music to such a degree that we are saying it would not have been reasonable to expect or demand that the music be as good as it is. It transcended expectations. Also keep in mind that, at the time Automata released, Yoko Taro was a nobody that kept releasing broken, grindy, borderline boring games with interesting narratives. So expectations were low, and Keiichi Okabe hadn't yet really seen his moment in the spotlight for general audiences to recognize his name and raise their expectations of what he can deliver.
