Albert Wesker

Look Griffith sounds like a bad guy but Wesker helped torture and experiment on Lisa Trevor, who was abducted as a mere child, for literal decades. He betrays his mentor Dr. James Marcus, assassinating him in cold-blood and gloating as he died. Wesker threatens to kill Barry's family (including his two young daughters) if Barry doesn't do everything he says during the Mansion Incident (it's ultimately an empty, fake threat but still very cruel to hold over Barry's head). In Resident Evil 4 remake, Wesker wants to kill BILLIONS of people across the planet. To me, it's no question how absolutely vile and evil Wesker is.

(It's non-canon but Wesker is also implied to be a rapist and I think tries to rape Jill in the Perry novels iirc)
