Both sides would need to get rid of those currently leading their states. Netanyahu and his ilk are actively inflaming the situation and doing what they can to suspend democracy and maintain their hold on power. Hamas has suspended democracy and refuses to give up power despite not actually being popular in Palestine.

Next step is that Israel needs to take the boot off the neck of Palestine. The problem isn't Hamas, it's the resentment and hatred over the injustices inflicted that allows groups like Hamas to operate. This will take a long time due to the bad blood, but any solution short of annihilation needs to put an end to this feedback.

Good luck getting people to put away their swords though.
