Game of Thrones, the show, already established his power to do more like when he created a prequel storyline about the Targs and people watched that. Finishing the series wouldn't mean he couldn't milk it anymore, it would just give him more opportunities to do even more with it. I don't think he's saying George is not finishing the series to milk it.
