When depicting someone from Hokkaido they're usually depicted with slant eyes, brown skin, and as a fisherman if the setting of the story permits it. So Brock was designed to depict a person from that region of Japan. Not incorrect, really, but to also add and simplify: It's a character trait of tricksters, or of characters who are typically the wise/knowledgeable/down-to-earth types.
