From what I understand the film hadn't completed post yet so it's "finished" in the sense that there's no more filming to be done but it would probably look pretty bad if you watched it.

Additionally one of the reasons it wasn't released is because it was apparently so bad it was going to cause brand damage. I feel like there's no way it could have been worse than Catwoman and the movie was probably going to be terrible but they should have released it anyway.

It's not known if Discovery kept the master recording. Nobody from the production team has it. They didn't know the movie was cancelled until they tried to log in to their computers to find out their access to everything was revoked and nobody thought to make an unauthorized backup.
