First off, your description is confusing. If you're using a AC to USB DC wall adapter, it might be too weak. If your cable is too low quality to deliver the power, or either one is damaged, that could also be an issue. Alternatively you shut off your phone entirely and let it charge for a while so that it can use what little power it's being given.
