Cyberconnect 2 are basically the only ones that are allowed to make Naruto games, which is unfortunate because CoN at least felt more like an actual fighter than any of the UNS games. I'm guessing that the reason they continue to renew their license with Cyberconnect 2 is because the Ultimate Ninja Storm games actually make a shit ton of money.
