POKEMON INFO (What everyone really cares about) SPAWN There will be an increased spawn of all Kanto and Johto starter pokemon, as well as Pikachu, Larvitar, and Lapras, along the event route the event route. (Confirmed: source) Region-specific pokemon will not appear at this event. (Confirmed: source) (Note: Tauros will likely still appear as normal, uncommon background spawn.) It is reasonable to assume that Unown also will not appear at this event as there has been no specific mention of them. Speculation: The special spawn is described as appearing on "the day of the event" (source), which may mean it will begin late in the evening of Saturday, September 16th.
GYMS & POKESTOPS Temporary gyms and pokestops will appear "across the Viva CalleSJ route", which will be "centralized in Japantown, St. James Park, Mexican Heritage Plaza, and Lake Cunningham Park." I was really hoping there might be regional pokemon making an appearance, but it still seems like it will be a fun event with a reasonable potential to load up on some of the more rare pokemon's candies.
