Tell them you have been there for 10 years, have been nothing but loyal and hardworking and that you are needing to start looking at career prospects beyond server or whatever you are doing now and that you were hoping to be able to prove yourself to be manager there and you were really disappointed to hear they wouldn't be considering internal promotions anymore. Ask to understand their reasoning for such a broad policy. I wouldn't be surprised if your boss somehow torpedoed you. Or it may give you an opportunity to address their concerns. --- ...
