even with balance and stability a game can suck if the gameplay is just boring as hell. where as unbalanced games can still be fun, though you'll have to deal with annoying people always playing the same character. but something tells me you'll get that even in the most balanced of games just not as much.

got so tired of seeing ken in SF 3 thirdstrike I rarely would play him despite being my best character.

odd though in what online fighters I have played. the most over used character generally isn't used by the actual best players. such in SF 3 I mentioned the guy ranked number 1 always used ryu, but the best I played in terms of skill was a Oro player.

if I game is horribly unbalanced though it can ruin it. there was a reason why gill in most private rooms on SF 3 was banned. oddly where he wasn't banned though most people didn't play him. it was like a unspoken rule that it was just a dick move.

edit: or maybe just most people didn't have him. game didn't make it clear he was unlockable through in game means. though you could buy him for a dollar
