Topic	Do you still usually tip when you service is bad or below avg?

If the server is new or the restaurant was super busy/a large group suddenly appeared without warning I'll make pretty big allowances. For me to actually not tip it has to be obvious that the server entirely forgot about me/my table at some point (I've had people come out of kitchens, look at my table, go wide eyed, and then run back into the kitchen only for my food to show up like 30 minutes after) or I have to be inches away from a verbal/physical fight with them.
