There's only one definition of meat. The only people who claim fish isn't meat are people who want to pretend to be vegetarian.
Ethically, fish is meat.

Nutritionally, they're pretty different. To live healthy, people are supposed to eat mammals/birds in limited quantities only, and can live completely without them. Meanwhile, fish can be eaten every day, and should be eaten about two times a week (vegetarians/vegans and allergic people expected).
