I would never dare call my sister a bitch under any circumstances. I should treat other woman with the same respect.

Making a joke with a friend isn't inherently disrespectful though. I jokingly say "bitch please" to both my male and female friends. We also regularly call each other the c word. We know each other well enough that nobody gets offended or takes any disrespect from it. It'd be weird if I excluded female friends from that just because they're female and didn't think they could take the joke. Obviously if I said something like that to a friend and noticed they were uncomfortable or took some kind of offense to it I'd apologize and refrain from saying something like that again, just like I would with a male friend.
And I'd also never say something like that to a random person or someone I wasn't really good friends with, and that goes for both men and women.
