It's probably a bit more complicated than just 32 is bad I think Ike is a bit wacky in that most units that can double him can actually be one shorted by him. I think 31 is good if you have the ATK to back it up but if you're a defensive character it's kinda eh cause glass cannons can double you without getting killed by the coumterhit --- No problem!
