Even though making it slightly harder for trolls to make alts with impunity would still be better than letting them ruin multiple boards with ease.

That part can apply to some users on this board lately though. Go through an account, then just come back a day or so later, rinse repeat.
The trolls here with dozens of banned accounts don't even make an attempt to hide who they are half the time. In fact, all that banning them does is make it more annoying for the rest of the users, who now have to keep track of them. Doesn't impede their shitposting at all.
Ok, but now you're debating the efficacy of such a policy. What I am asking is if that policy exists as a result of the bold part I quoted. ---
