Some players can carry the team and thus you want them to be at top all the time, so they may do a half rotation with the guy midfield and keep the same guy back on goal (typically the worst of the team). Also I disagree with this, teams with bad players should still rotate imo. Otherwise that guy in goal is gonna miss the easy saves or kill momentum with bad clearances. Depends on the realtive strength.
