SSJ is a varying multiplier form. It's not static
It's perfectly reasonable for two saiyans of equal power to not have the same control over their super Saiyan forms

He's still not equal with Vegeta.
Nothing in the dialogue suggests that he is. He is shown to be significantly weaker time.and time again.
