The move Substitute allows a Pokemon to shed one of its Health Points in order to create a dummy of sorts with the same exact amount of Health Points as the Pokemon just lost. The dummy is then able to tank attacks from an opponent until it runs out of Health Points, at which point it disappears. The move Seismic Toss allows a Pokemon to deal damage to its opponent equal to the users level. Seeing as the maximum level a Pokemon can reach is 100, that is the maximum amount of damage Seismic Toss can deal. In order to survive the devastating use of an opponents Seismic Toss, a Pokemon using Substitute would need at least 101 Health Points. Seeing as 101 is one fourth of 404, your question has been answered.
