Net neutrality absolutely applies to mobile data, at least as a concept. I don't know what kind of convoluted regulation the US actually has on the matter, but Videotron in Quebec got in a lot of shit for this.

No it doesn't. And these are "pay $X for Y services to not take up any of your monthly data"

EU has very strict NN rules, and Portugal does this with their mobile plans.
