Preparing for terrorism isn't combating it. Combating is proactive, preparing is by definition reactive. If you want to combat it try not importing refugee by the truck of peace-load.

For their comprehension, imagine a university president saying "Part and parcel of attending a great college is youve got to be prepared for women to be raped. Youve got to be vigilant, youve got to support the police doing an incredibly hard job."

You know what would happen next? Liberals would be outraged, say this was sexist victim blaming, and demand classes teaching "men not to rape." Not exactly the same reaction they're having here.
