As long as its done in a way that most players actually dont feel compelled to spend any money to progress then I think it is acceptable. It should just be there for individuals that arent interested in any grinding elements whatsoever in their games but still want to be completionists. The game seems to have so many types of gear that I actually dont feel at all compelled to get any of the dlc packs.
