Well, the games do change up their leaders with each installment and don't just keep the same one. Would someone else have been better, not including Sejong? I know nothing at all about Korea really, but seems to be a lot of conflicting information about her.

Either she was a useless menace that brought ruin and despair, or she was a ruler at a time of great strife who did what she could to help Korea.
