Are cops really allowed to use hollow points? That's kinda messed up. Should be FMJ only like military ROE I think they don't want to risk the overpenetration. Every place is different. Detroit used to ban hollow points, now they use them. There is also talk of moving over to some kind of frangible round. I actually didn't think about the penetration part. That makes sense.
