You mean throttling and technically they still can throttle you now, but it just can't be on the basis of content. In general, legislation like this is going to move us towards the day when internet is charged like a utility where rates are determined by usage.

New power? You just acknowledged that they've been able to do this all along. More importantly, this is a matter of corporation vs corporation -- Freddy vs Jason style. Keep in mind that, among other things, Netflix is once again raising its rates (for HD content, the kind of stuff which costs your ISP more to provide to you) and recently exposed the kind of tracking it does on its users when it tweeted a comment mocking how many users had watched The Christmas Prince at least once a day.
