If you already own Street Fighter V then the Arcade Edition update is free and gives you the additional game modes and gameplay features (like second V-Triggers). All of the DLC characters still need to be purchased with real money or Fight Money. If you buy the Arcade Edition of the game, though, the game comes with the new features and the Season 1 and 2 characters (the console version doesn't have the characters on disc, but rather a download code to attach them to your PS4 version). Season 3 characters don't come with it automatically (so no Sakura out of the box), but can still be earned with Fight Money like S1 and S2 characters (or purchased with real money).
