ISPs enable and manage transit traffic across the country and the world, which gives them much more power to block, throttle, and otherwise restrict communication as they see fit without the necessary regulations in place to say they can't do that. As opposed to the FCC which until today had complete control over all those things and is theoretically no less evil than any given private company would be. Why do people want the Internet to be run like a utility?
