This is weird because idk if the people doing it are even the ones who own the dogs. This kid from next door came over the other day to ask if we had seen anyone go in their house because the TV was on and there was a half eaten bag of chips left out that they didn't do. The kid's dad comes over once in a while to scream at them and start fights so he could be leaving them out on purpose while he's there.
