To be fair, although it is rare, the speed also depends on the server you are downloading from. So if your dl speed is 50Mbps but the server can't handle that you will get a lower download speed. Have you tried reporting it to your ISP? I am downloading files from my personal seedbox that has 2Gbps down and 1Gbps up. Speed is on my ISP end.
