What is the actual security risk here? Like, what could happen to a processor without a patch?

Going off of this...

If successfully exploited, it could allow any program running on your computer (including a webpage with JavaScript) to access memory used by the operating system, giving it total control over your computer.

That's not actually true as far as I can tell. The impact of the bug seems to be that it can be used to determine memory layout of the kernel. This doesn't actually allow an attacker to take control of your computer, but it makes it significantly easier to exploit other kernel vulnerabilities which can be used to gain complete access to your machine.
