Well, it' certainly designed to be plot and dialogue heavy. But NPCs rarely say anything of actual substance.

Just make sure you have the volume up any time Balgruuf, Paarthurnax, Arngeir, Esbern, or a Dark Brotherhood member speaks. On the other hand, you can just make up your own dialogue on the spot during the College and Thieve's Guild questlines and very likely come up with something more interesting / coherent than what's already there.

There are always subtitles.

They never have anything interesting to say. I think the Warrior's Guild questline is like 7 or 8 quests long and you already know the full plot by the end of the second quest.

True; that's why I singled out the NPCs who have both good plot moments and pipes worth listening to. At the very least, a noteworthy chunk of the budget had to go towards Christopher Plummer and Max Von Sydow's VA fees; might as well enjoy the fruits of their labor.

And the Companions questline is pretty bad plotwise, but it's at least short and benign. The College is bad, but still kinda short. The Thieve's Guild's plot is just downright awful though; it truly feels like both the writers and the characters acting out said writing are just making shit up as they go along.
