"The climate is hospitable" in this context isn't talking about the weather, instead referring to day-to-day living as a homeless person. The counterpoint says that the only thing hospitable about being homeless in California is the weather, claiming that the day-to-day living as a homeless person in California is just plain shit.

And it is - food is way more expensive, clean water is damned-near astronomical (so much so that Silicon Valley people are stealing raw water and selling it for $45 a gallon), shelter is scarce and damned-near inhospitable.
