Yes, it is predetermined and seems misleading but as someone who works for a non-profit I can assure you they aren't going to turn away free exposure or money. And more importantly, no one is going to go out there and say how dare they say they might give us 100k and only give us 10 when they know they aren't going to give us 100k?!
