Hillary Clinton doesn't spout bullshit on serious stuff like this, so her calling Trump a Russian puppet in the debate implies she's 100% confident. My sense of how top Democrats have been holding back is that they know there is metaphorically "fatal" evidence of Trump's guilt, and that they've been strategically holding back to time things to maximize the impact on the November 2018 election. They're too calm and too quiet for people who are uncertain about the underlying facts and the future of Trump as President. Conversely, the Republicans have been wildly bizarre and insane by their own standards. Yes, the party is internally in disarray, but the disorder, divisions and lack of discipline are extremely abnormal, as are the wave of officials declining to run for re-election.
