On the other side of the coin when I was a smoker if someone came and stood/sat next to me knowing what I was doing then I certainly wouldn't move to accommodate them. I also wouldn't if the area was a smoking area such as in a beer garden. Actually the same could be said when I vape too now that I think about it.
