That's not how it works.

Some critics submit reviews to Rotten Tomatoes and specify fresh/rotten which is vaguely analogous to like/dislike.

RT, however, also scrapes reviews on other websites that were not explicitly submitted to RT. When they do this, someone manually parses the review and arbitrarily assigns Rotten / Fresh based on the content of the review.

This means, in short, that mixed reviews can skew the rotten/fresh ratio. You can submit a 7.5 to RT and still call it rotten if you want (assuming you're one of their accepted critics).
