It is actually, especially since those rules seem to have not been updated since well prior to the leniency being instated. As others have said this was not harming anyone anywhere.

And even if it was disruptive the mods still handled it the wrong way. The topic itself should have been removed, they should not have picked through and targeted all those posts.

This all assuming that this was what got Eevee warned.

There is no leniency with disruptive posting. It's either disruptive or it's not. It's not like with flaming where you get a non-delete moderation. Eevee repeatedly posted content that explicitly violated the disruptive posting rule. The moderation was fair.
