Not enough "others" to victimize. - how crimes are categorized are a factor. many crimes are not categorized as hate crimes even if they're motivated by race. - Georgia, Wyoming, South Carolina, Indiana, and Arkansas do not have ANY hate crime law on the books and these states are notorious for racially motivated violence even today(as well as religious and sexual orientation based violence). Especially SC, Georgia and Arkansas.
