The difference is really that other countries have a federal id that is consistent throughout the country.

The US is different in that there's no mandatory federal id and the closest we really have is the driver's license which isn't mandatory either. This allows for states to pick and choose what id to accept which means they discriminate against certain groups of people. If you really think voter id is nessicary you also need to federal government to create a mandatory federal id.

Name one state that said a state-issued photo ID wouldn't be valid to vote.
