We shouldn't make laws at the behest of what criminals will decide to do, it's ass-backwards >_> People try to rob so we have laws in place. People try to embezzle funds so we have laws in place. People try to assault others so we have laws in place. We create laws to govern the society in the ways we should see fit to protect it.
