Evidence-based means like, some level of scientific method attached to it. When I read, "Increased security to protect our children will be more effective than any of those propositions," I took it as you making a statement of a hypothesis--which can usually be tested.

If security didn't work that it wouldn't be a thing anywhere. This claim doesn't need a hypothesis because it's a blatant fact.

Your claim is that increased security would be more effective than those other propositions, and I do question that claim without carefully implementing and comparing their actual effectiveness in reducing gun violence in schools.
