In the same way the Redlettermedia Star Wars prequel reviews are presented by a "character" and not as a serious critical film review (that everyone would have found dry and boring - and certainly wouldn't have constantly forwarded to friends until it pretty much became memetic). In the oversaturated world of Youtube videos, you pretty much have to be an over-the-top character to get enough attention to grow out of being a niche. The extent to which it's a deliberate performance doesn't necessarily diminish the criticism of said performance. Sasha Baron-Cohen's Borat is just a character, after all, and generally irritating.
