Marjory Stoneman Douglas High School (in Florida) actually has an extensive video surveillance system in place, with multiple cameras on each floor of their main building. There was an operator relaying the gunman's position to the officers in the building, over radio transmission. And still, the gunman was able to evade capture for over an hour after authorities arrived on the scene.

You see... unwittingly, the officers were being fed bad information. The video feed was on a 20-minute delay and it took 26 minutes before someone recognized it.

I like your suggestions, but we also have to remember that security isn't just about what equipment we have or how much money we spend. Security is largely a matter of education, training and protocol. That's the low-hanging fruit in this larger debate, imho.
