You make your way over to the manhole and crouch a little to talk to the figure. He speaks with a gruff voices while shifting his eyes rapidly left and right. "Psst. Kid. The name's Dick. Dick Mannhole. I'm a private detective y'see, and I'm trying to investigate who's causing the disappearance of all the alcohol in this city." You raise an eyebrow at him. "Oh, what? You're not one of those nimrods that think the government's behind this, are ya?" He takes out a gigantic cigar and takes a bite out of it. "Can't trust the government these days. Someone's gotta be behind this. And so far, the only lead I got..." He holds out a battered stick, "...is this." You raise another eyebrow. Not both of your eyebrows, though. That's for when you're not sober. He shifts his eyes around again, trying really hard to look shady and suspicious. "So whaddya say, kid? Interested in helpin' out?"
